WSPR (pronounced "whisper") stands for "Weak Signal Propagation Reporter". Ham radio operators transmit low powered signals at different frequencies which are received by other ham radio operators. The receiving station reports back the condition of the signal to a central database. The combination of this data gives us a picture of worldwide band conditions.
